Characters in Black Desert are the named figures the world's politics run through, and most of them are rulers or the people who displaced rulers.
The setting is unusually crowded with recent history. Three of the four western powers changed hands within a decade of where an adventurer arrives, so the important figures are not distant legends but people currently holding, or currently losing, a throne.
The exception is the one character every player has. The Black Spirit attaches itself to the adventurer at the beginning and never leaves, handing out quests and pushing them onward, and it is the only character the whole playerbase shares.

The dead and the deposed
Rather more of the important names belong to people who are no longer in charge.
Guy Seric took Serendia for Calpheon and died in circumstances nobody has explained, after which the Calpheonite monarchy collapsed into a council. Bareeds II of Mediah, remembered as the least capable king that country had, died when his castle burned. King Dahad of Calpheon was buried with his army by a sandstorm in the Great Valencian Desert.
Further back, Noir Bartali III destroyed his own kingdom in Balenos trying to buy immortality, and Imur Nesser of Valencia ordered a massacre that his people blamed for the plague that followed.
Outside the courts
Illezra is the figure who changed the map most directly. She unsealed the Book of Cartian, took the power inside it, and brought on the Three Days of Darkness that ended the Mediahn monarchy.
Others matter for what they hold rather than what they did. Chief Durgeff of Drieghan broke with precedent by hiring foreign hunters when dragons returned, and the Aakman guard relics from a civilization that predates every state on the map.
